Officials say the quake set off an avalanche. That avalanche is believed to have caused the flash floods.
Chinese President Xi Jinping has responded to the crisis. He is calling for an "all-out" search effort to locate those still missing.
Xi also emphasized the need for stronger monitoring systems. He said early warning measures are critical to prevent further disasters in the region.
